随着城市和社会经济的快速发展，我国大部分地区的城市建设逐步进入转型升级期，“生态建设”“文化传承”“用地整合”“土地集约”“配套完善”等是转型升级期城市发展建设的核心趋向。研究基于洞头县三盘岛控制性详细规划的编制实践，对城市快速发展期遗留下的一定程度上建设失控的海岛区域的规划编制进行初步探讨，并提出以“规划整合”理念为基础，以生态、功能、用地、形态和基础设施等方面的整合提升为重点，从而为该类区域的发展建设提供有效的管理与引导。

With the urban develop rapidly, lots of areas have been in the transformation and upgrading period, and the ecological construction, cultural inheritance, land integrates, land consolidation, perfects facility are the important tendency in this period. The paper combines Sanpan island regulatory plan, research the uncontrol ed district plan method in the island areas, and proposes the theory of planning integrates, takes the ecology, function, land, form and infrastructure as the important point, of er guidance to this district development.
