地名规划具有社会性和文化性的双重属性。在快速城市化阶段，地名规划工作相对滞后，与城市建设脱节，在一定程度上影响了城市的后续发展。基于此，研究结合《瓯江口新区西片区地名专项规划》，提出了“刚柔并济”的规划策略，力求实现与城市规划的无缝对接，传承与提升区域文化，使规范的硬性规定与人文的软性要求在地名规划中相得益彰。

Toponymic planning is endowed with the features of socialization and civilization. In the rapid urbanization period, the toponymic planning dislocates urban planning, ef ects the urban development. Base on this, the paper takes Oujiangkou new district as an example, proposes the “couple hardness with softness” strategy, makes the toponymic planning and urban planning seamless joint, inherits and improves the regional culture, makes the hard-and-fast rules and softness require bring out the best in each other.
