本文首先从理论上分析了环境规制影响产业结构调整的传导机制，并在此基础上运用2002～2011年中国30个省份的面板数据，建立系统动态面板模型，从单位废水和废气治理设施运行费用两个方面衡量环境规制的强度，并分别实证检验了它们对产业结构调整的影响。研究结论显示：环境规制对产业结构调整存在显著的促进作用，即环境规制越严厉越有利于产业结构的优化升级。同时，我们还发现单位废气治理费用的提升对产业结构调整的边际效应要远大于单位废水治理费用增加所产生的边际效应。因此，本文认为，在我国目前环境污染治理与解决产业结构矛盾的双重压力下，提升环境规制强度、尤其是加大废气治理力度对于当下污染治理和产业结构调整均具有重大意义。

〔Abstract〕 In order to test whether environmental regulations promoted industrial restructuring in China , we first did the theoretical analysis of the transmission mechanism between environmental regulations and industrial structure adjustment , then used the panel data from 2002 to 2011 of 30 provinces in China as a sample and constructed a system dynamic panel model . We measured the intensity of environ-mental regulations from two aspects of unit wastewater and waste gas treatment facilities running cost , and did empirical test of the impact of environmental regulations on industrial restructuring . The findings showed that environmental regulations played a significant role in promot-ing industrial restructuring , and if other conditions remained unchanged , improving the strength of environmental regulations would be more conductive to the optimization of industrial structure . We also concluded that the marginal effect of reinforcing waste gas treatment cost for industrial restructuring was much larger than that of wastewater treatment cost arising . Therefore , we believe that under the dual pressures of current environmental pollution control and industrial restructuring , improving the strength of environmental regulations , especially in-creasing the intensity of waste gas control , will be of great significance for the pollution control and industrial restructuring , and an impor-tant way to achieve sustainable development .
