水电工程建设具有规模大、建设周期长、占地范围广、风险控制难等特点。针对近年来水电工程建设过程中频繁出现和可能产生的各类危机,阐述了在水电工程建设中建立危机管理机制的必要性,确立了建立危机管理机制原则,结合工程实例,在剖析产生危机主要因素的基础上,探讨建立了由管理组织机构、预警机制、处理机制、后恢复机制构成的危机管理机制体系。为国内水电工程建设管理有效防范危机发生提供了思路。

The construction of hydropower project is characterized as large scale, long period, wide area and space, difficult risk control, etc. . Aiming at all kinds of possible and practical crisis in construction of hydropower projects in recent years, the necessity of establishing crisis management mechanism in construction of hydropower project was demonstrated by referring to the practical projects. The main causes for the crisis were analyzed and the principles for establishing crisis management mechanism were determined. The crisis management mechanism was established from 4 aspects, namely, organization and institution, pre-warning mechanism, crisis treatment mechanism and recover mechanism after crisis.
