我国水电资源丰富，但利用程度较低，大力开发水电资源对于促进我国能源结构调整和经济社会发展具有重要意义。新中国成立以来，我国水电开发规模不断扩大，水电工程建设技术逐步趋于国际领先地位，水电开发管理也不断完善。指出了水电企业在水电资源开发过程中面临的主要问题，如政策法规不健全、管理体制待完善以及税费电价制度不合理等。针对上述问题，提出了解决的建议和措施，包括加强法规体系建设，建立统一管理机制和制定合理税收电价政策。

The hydropower resources are abundant in China, but the development degree is relatively low. The intensive devel-opment of hydropower resources can help improve the energy structure adjustment and social-economic development in China. After the foundation of PRC, the development scale of hydropower resources in China was increasing, the construction technology of hydropower projects is in a world leading place and the management of hydropower development is being improved. The main problems of hydropower enterprises in the hydropower development are pointed out, such as incomplete policies and regulations, imperfect management institution and unreasonable tax and electricity price. The corresponding suggestions and measures were put forward, including strengthening establishment of regulation system, unified management mechanism construction and formu-lating reasonable tax revenue and electricity price.
