随着《劳动合同法》和《劳动争议调解仲裁法》的执行，劳动争议发生数量大量增长。利用1988~2011年的时间序列数据，实证研究立法价值取向与劳动争议数量之间的关系，结果表明，保护劳动者合法利益的立法价值取向与劳动争议数量显著正相关；加大对劳动者合法利益保护的力度有利于减少劳动争议数量。因此，我国应该坚持加强对劳动者合法利益保护的立法价值取向，继续完善调整劳动争议的有关法律和法规，并提高实际工资占实际GDP的比重，完善劳动力市场建设、引导劳动力合理流动。

With execution of Labor Contract Law and Labor Dispute Arbitration Law, labor disputes are rapidly growing. Based on diachronic data from 1988 to 2010, empirical study result displays that legislative value orientations of protecting legitimate interests of workers are positively related to the number of labor disputes and strengthening protection of legitimate interests of workers can help to decrease labor disputes. Therefore, it is necessary to persist with strengthening protection of legitimate interests of labors and continue to perfect related laws in mediating labor disputes, increase the ratio of real wages to real GDP, perfect labor market and guide the labor to a proper movement.
