教师是推动“办好开放大学”这一国家教育战略的最具创造力和能动性的主体，然而，在开放大学建设备受关注的环境下，其办学系统内的师资队伍建设仍然没有得到足够的重视。本文以重庆广播电视大学为例，提出了由学校发展规划和战略提供的引导支持机制、学校的认证和评价机制提供的激励约束机制、各级单位的经费及后勤政策提供的保障支持机制、内外部合作和交流提供的协同发展机制等构成的开放大学师资队伍建设机制，即重庆广播电视大学GICS模式，并在对要素解读的基础上提出了一些可选择的路径，以期为我国开放大学师资队伍建设提供实践参考和工作指导。

Teachers are the most powerful and creatiVe force in running open uniVersities,but the construction of teaching staff still does not get enough attention. This paper takes Chongqing Radio and TV UniVersity as an example,and proposes a teaching staff construc-tion mechanism named GICS model,which consists the guide mechanism supported by the uniVersity strategy and deVelopment planning, the incentiVe and restraint mechanism supported by the certification and eValuation mechanism of the school,the security mechanism sup-ported by the units at all leVels,and coordinated deVelopment mechanism supported by the internal and external exchange or cooperation. Based on the interpretation of the elements of this model,this paper puts forward some alternatiVe paths aiming to proVide practical refer-ences and work instructions for the construction of teaching staff in China open uniVersities.
