依托GIS软件和评价模型，以山地小城市的应急避难场所为研究对象，通过选取3种不同的评价模型，分别从各需求点到应急避难场所的可达性，应急救援设施到应急避难场所的可达性，以及各应急避难场所到应急避难场所的可达性三个层面来进行评价。并将模型应用于剑川县应急避难场所的可达性评价中，验证了模型的科学性。研究构建的模型和研究方法也为其他山地城市的应急避难场所可达性研究提供了理论指导和参考依据。

In this paper , based on GIS software and the evaluation model , choosing emergency shelters of small mountainous city as the research object .By selecting three different evaluation models ,the author try to evaluate the traffic accessibility of emergency shelters .And the reachability evaluation model is applied to the emergency shelters in Jianchuan County .Study on construction of the model and research method also provides a theoretical guidance and reference for the research of emergency shelters accessibility to other mountain cit -ies.
