The transformation rate of scientific and technological achievements of traditional Chinese medicine is very low in our country, which is mainly due to the lack of effective legal safeguard mechanism. Com-bining with the current laws and regulations, this paper discusses how to construct macroscopic legal safeguard mechanism for the transformation of scientific and technological achievements of traditional Chinese medicine from the perspectives of scientific and technological system reform, financing, tax revenue, intermediary agent, and the establishment of a professional alliance, etc..
