十八大报告提出大力推进生态文明建设，要把生态文明建设放在突出地位，努力建设美丽中国，实现中华民族永续发展。生态文明的主要理论依据就是马克思的自然观理论。根据马克思的生态自然观，实现生态文明建设的必然要求就是要科学发展，而实现科学发展的现实路径就在于：树立生态文明的新理念，形成生态文明建设的良好氛围；转变生活与生产方式，实现生态文明建设的综合效益；改革不合理的制度，完善生态文明建设的体制机制；大力发展科学技术，确保生态文明建设的动力和活力。
