应用博弈论的方法,以BOT公路项目为例,考虑新建公路项目交通流量随时间成S型生长曲线变化的特点对项目收益带来的影响,建立政府与项目公司之间的博弈模型,得到特许权期最优决策模型;并通过算例验证了模型的可行性,为政府和项目公司进行特许权期的决策提供了理论方法。

Taken the BOT highway projects as an example, considering how the S-shaped growth curve of traffic flow impact on the changing of project benefits over time, the game model between the government and the project company is established on the basis of the game theory. The optimum decision-making model of the concession period is received and the feasibility of this model is proved by the example. It provides a theoretical decision method of the concession period for both of the government and the project company.
