随着生态补偿核算研究的不断深入,基于水足迹理论的生态补偿核算研究被广泛关注.该文通过对太湖流域下游的上海市和上游的湖州市水足迹计算,得出2004~2012年上海市和湖州市的年均水足迹分别为47.46亿m3和15.75亿m3.经统计分析,上海市的经济增长与水足迹未达到环境库兹涅兹曲线( EKC)的拐点,不符合倒“U”型的EKC,而湖州市已经基本达到了“U”型低点.基于建立的生态补偿模型,计算出2004~2012年上海市应给予湖州市的生态补偿费用为36.75亿元.

With the deepening of research on ecological compensation accounting, the research of ecological compen-sation based on water footprint theories has drawn wide attention. In this study, the water footprint of Shanghai, loca-ted on the downstream of Taihu basin, and that of Huzhou, located on the upstream of Taihu basin, were calculated out, with an average of annual water footprint of 4. 746 billion m3 in Shanghai and 1. 575 billion m3 in Huzhou in 2004 to 2012. The result of the statistical analysis shows that the economic growth in Shanghai and its corresponding water footprint does not meet the inflection point of the environmental Kuznets footprint ( EKC) , failing in meeting with the requirement of the inverted “U” shaped EKC. However, the economic growth in Huzhou and its corresponding water footprint has reached the low point of the “U” shaped EKC. According to the established ecological compensation model, Huzhou should be given 3. 675 billion Yuan by Shanghai as the compensation fees.
