君主在古代政治中掌握至高无上的权力，居于权力运行金字塔的顶端。中国古代的君权制约主要从以天制君、以道制君、以民本制君、以舆论制君四个方面展开。研究我国古代的君权制约传统对于借鉴本民族传统的治国智慧和构建当代中国先进政治文化具有重要意义，对于当代中国的反腐倡廉建设有着多方面的借鉴和启示：首先，反腐倡廉离不开权力制约，而权力制约的关键在于最高权力的制约。其次，提高权力制约实效性的保证在于依据法律进行制度建设，而后由公民依法行使权力进行监督。再次，反腐倡廉离不开道德力量和价值信仰的支撑。

A monarch mastered the supreme power and occupied the top of the power operation in ancient politics. Monarchical power restriction in ancient China was mainly implemented from four aspects, including restraining a monarch by heaven, morality, humanism and public opinions. The study of monarchical power restriction in ancient China has an important practical significance for drawing lessons from the traditional wisdom of managing state affairs, constructing the contemporary advanced political culture in China, and providing reference and enlightenment for the construction of contemporary China anti-corrup-tion. Firstly, anti-corruption can’t be carried out without the restriction of power, whose decisive point lies in the restriction of the most supreme power. Second, the efficiency improvement of power restriction can be guaranteed with the aid of the institute construction by law, and promoted with the assistance of public supervision by law. Last, anti-corruption co-exists with the support of moral power and the faith in value.
