反导作战火力运用是反导力量建设的核心内容之一，末段双层反导火力规划是一个复杂的不确定多约束条件优化问题，对火力规划进行了问题分析、弹-目分配时机分析和模型假设；分2个阶段建立了直接分配到弹的末段双层反导火力规划模型，模型重点考虑拦截目标与拦截弹杀伤时间窗口的对应关系，建立起武器系统拦截弹与来袭目标的弹-目对应分配关系，提供一种新的、快速的双层反导火力规划方法。
