“村改居”社区公共服务的供给，既有别于传统的农村社区，也有别于现有的城市社区，其治理机制亟需创新，公民治理理论提供了路径参考。“村改居”公共服务供给机制创新，需要确立公民治理的理念，培养具有“积极公民资格”的社区居民，不仅要为社区居民在公共服务中表达意见提供各种渠道，更要引导社区居民直接参与公共服务的提供。

As a new type of city community,“country to residence”community has a public service supply mechanism different from traditional rural community and city community.
