Modernized national administration is the single choice for China’s democratic and legal develop-ment in the time of transformation.From the perspective of good governance,this article discusses the connotation of modernized national administration,explores the influencing factors in China’s national ad-ministration as well as the main focus of the reform,and proposes a clean and democratic national adminis-tration system for the construction of a civil and law-based society.
