选取基于规模报酬可变的超效率SBM模型,在生产函数中加入非期望产出,测算出1995-2012年北京市的全要素能源效率,并进一步分析其影响因素,结果表明,北京市的能源效率整体状况良好,波动较小,一直呈现出较高的水平;产业结构、对外开放程度、技术进步同能源效率呈显著的正相关关系,能源消费结构、政府影响力则与能源效率负相关。因此,降低煤炭在能源消费中的比重,减少政府对市场的干预,能够提高全要素能源效率,降低环境污染。

This paper selects Super-SBM model based on variable returns to scale,with undesirable outputs in the pro-duction function,calculates total factor energy efficiency of Beijing in 1995 -2011,and analyzes the influencing factors.The results show that:the overall situation of energy efficiency in Beijing is good;the fluctuations is small;it has been showing a high level;industry structure,openness,and technological progress are significantly positively correlated with energy efficiency,whereas energy consumption structure,and government influence are negatively associated with energy efficiency. Therefore,reducing the proportion of coal in energy consumption and reducing government intervention in the market are beneficial to improve the total factor energy efficiency and reduce the pollution of environment.
