制定国家外语能力等级量表是建设国家外语能力测评体系的基础。要基于我国外语教育教学实际并着眼于国家未来发展对外语能力的要求，依据先进的语言教学、学习和测试理论，对语言能力进行科学合理的界定，并在实证研究的基础上科学地分级描述。量表要兼具实用性和可操作性，为各级各类外语教学、测评提供参照标准，为外语学习者、学校及社会提供服务。
製定國傢外語能力等級量錶是建設國傢外語能力測評體繫的基礎。要基于我國外語教育教學實際併著眼于國傢未來髮展對外語能力的要求，依據先進的語言教學、學習和測試理論，對語言能力進行科學閤理的界定，併在實證研究的基礎上科學地分級描述。量錶要兼具實用性和可操作性，為各級各類外語教學、測評提供參照標準，為外語學習者、學校及社會提供服務。

Developing China common frameworks for foreign languages is the basic step towards establishing a national foreign language assessment system. The scales should take into consideration the current situation of China ’s foreign language education and aim at its future demand and development. The description and classification of the required abilities should be based on scientific research with carefully planned investigation. The scales are expected to be feasible and practical, providing a common framework of reference for foreign language learning, teaching, and assessment. English is the most common foreign language in China, so a common framework of reference for English should be the first one to be developed.
