现有开放式创新的文献大多属于微观层面的研究，而对宏观层面的开放式创新关注不够。文章立足于已有文献和国内相关省市的数据，分析了可能影响开放式创新的政府行为和环境。研究发现，知识产权的保护能够更好地促进技术引进和技术市场交易活动，从而促进开放式创新，而政府对经济活动的干预则表现出较为明显的负面作用，但是其对创新活动的资金支持有着显著的正面影响。另外，经济开放程度、市场化水平也对开放式创新有着显著影响。

Most of the existing literatures of open innovation focus on micro analyses, and pay little attention to macro level. Based on the current research and relevant domestic data, this paper analyzes government behavior and environment which may affect open innovation. The results show that the protection of intellectual property can better promote technology introduction and technology market transactions, which contributes to more open innova?tion,whereas government interference in economic activities plays a significant negative role in them and has a re?markable positive effect on financial support for innovation activities. In addition,both the degree of economic open?ness and the level of marketization have an obvious positive impact on open innovation.
