小三江平原地区作为我国重要的粮食生产基地，是完成黑龙江省千亿斤粮食产能规划的主要承担区域。但目前小三江平原地区水土资源的不合理开发利用导致生态破坏，影响着粮食稳产高产和生态环境保护目标的实现。目前对小三江平原地区的大多数研究侧重于水土资源承载力研究，在考虑生态经济的前提下，对小三江平原地区的桦川县、萝北县、宝清县、鹤岗市、抚远县、饶河县为代表，根据小三江平原地区的区域特点，选择指标体系，采用改进的模糊综合评判法对小三江平原地区水土资源生态经济综合承载力进行研究。评价结果表明：小三江平原地区水土资源生态经济综合承载力处于较弱水平，应协调水土资源的开发利用和生态经济之间的关系，以实现生产粮食和保护生态双赢的目标。

Small Sanjiang Plains is the important food production base in China ,But the unreasonable development and utilization of water and soil resources lead to ecological damage that affects the grain output and the goal of ecological environment protection . Most studies only focus on research on soil and water resources carrying capacity .In considering the ecological environment factors and the regional characteristics of the Small Sanjiang Plain area .By choosing Luobei County ,Baoqing County ,Hegang ,Fuyuan County ,Raohe County and we do research on the comprehensive carrying capacity of water―land resources and ecological economy in Sanjiang Plain area by using improved fuzzy comprehensive evaluation method .The results show that the comprehensive carrying ca‐pacity is weak .In order to realize the production of food and protect the ecological win―win goal ,something should be done to coordi‐nate the development and utilization of water and soil resources and the relationship between ecology and economy .
