随着国家加强对海洋的开发，对于海洋功能区划的要求越来越高．从国内外海洋功能区划研究现状和发展趋势出发，通过采用标准的三层结构，建立了连云港市海洋功能区划信息系统，实现了通过网络对海洋功能区划信息进行发布和管理．系统采用ASP. NET ，ArcGIS API for Silverlight等技术，利用ArcGIS Server进行地图发布，使用SQL Server 2008存储有关海洋功能区划的信息．用户通过浏览器就可以获取有关海洋功能区划信息、政府政策、港城动态、规划动态等新闻内容，通过地图服务了解海洋功能区划各类别的空间分布，还可以进行相关的查询和操作，同时相关职能部门可以对系统信息进行管理和维护．

With the oceanic development intensified by our country ,the demand for marine function zoning becomes increasingly higher .Based on the research status and development trend of marine function zon‐ing ,domestic and international ,by means of standard three‐tier structure ,the Lianyungang marine func‐tion zoning system has been established to achieve the publishing and management of marine function zon‐ing information through the network .By means of the technologies such as the ASP .NET ,the ArcGIS API for the Silverlight and so on ,the use of ArcGIS Server map publishing ,the use of SQL Server 2008 stored on the marine function zoning information ,allowing users to browse the relevant marine function zoning ,government policies ,Sunshine City dynamic ,planning ,dynamic new s content ,users can under‐stand the marine function zoning categories spatial distribution map service ,users can also query and ma‐nipulate ,w hile related functional departments to manage and maintain the system information .
