构建了“三旧”改造模式评价系统，评价了基础改善、以旧换新和“退二进三”三种模式下更新改造的综合效益，为研究区选择合理的模式提供参考。同时，为提高“三旧”改造工作质量、效率和辅助日常管理服务，利用了综合分析法和实例验证法，根据系统目标以及业务需求，设计了系统结构和功能模块。基于Personal Geodata-base设计关系数据模型，运用ArcGIS Engine 10．0组件和Visual Studio 2010编程工具实现系统软件开发，并以广州市为例进行实证分析。运行结果表明，该系统符合广州市实际情况，说明设计方案可行有效，且具有一定的推广价值。

Abtsract:The construction of "three old"reform of evaluation system of the comprehensive benefit evaluation , foundation improve-ment, with old change new and "from two into three"renovation of three kinds of mode , to provide the reference for rational mode se-lection of the study area .At the same time , in order to improve the "three old "the transformation of work quality , efficiency and daily management services , the use of a comprehensive analysis to verify the method and example , according to the system goal and business needs, designs the system structure and function module .Personal Geodatabase design based on the relational data model , using Arc-GIS Engine 10 components and Visual Studio 2010 programming tools to achieve the system software development , taking Guangzhou city as an example to make empirical analysis .The running results show that the system meets the actual situation of Guangzhou City , explains the design scheme is feasible and effective , and has a certain popularization value .
