在国家大力发展特殊教育的背景之下，贵州省相继出台了《贵州省特殊教育提升计划实施方案(2014-2016年)》与《贵州省残疾人保障条例》等促进特殊教育的政策法规，项目实施者通过查阅官方统计数据和对贵州省内特殊教育学校进行抽样调查，以期了解贵州省特殊教育发展的基本情况。调查表明，贵州省特殊教育发展速度较快、各县市特殊教育发展不平衡、特殊教育学校构成不合理、特殊教育师资专业化水平不高，急需采取相应对策。
