我国高职院校办学主体主要集中在地市级政府和民间团体，“基层”属性十分显著，“同型”“低质”已成为职业教育改革的核心课题，提升优质高职院校办学主体，解决中央政府在高职教育中的缺位是改变目前现状的关键。

The much lower level of the subjects for running higher vocational schools has already been an important reason for limiting the development of the excellent higher vocational education in China .In China ,the different levels of the subjects for running the higher vocational schools have a very close re‐lation with the quality of offering the vocational education ,which forms the features of different educa‐tional quality and different educational resources coming up with the different levels of the subjects . Presently ,the municipal/local governments and non‐governmental organizations are the main subjects for running higher vocational schools ,which shows a very clear feature of“lower level subjects” .“Same type” and“lower quality” have become a kernel task of deepening the reform of vocational education . The paper indicates that promoting the level of the subjects for running excellent higher vocational schools in order to cover the shortage of the Central Government for offering higher vocational education is the key to changing the existing situation .
