行政问责的责任体系是指问责的对象需要承担哪些责任，是实施问责的前提。立足于当代新公共管理理论、新公共服务理论和公共责任理论的分析框架及其对责任政府建设和政府责任体系的基本观点，提出教育行政问责的责任体系应包括政治责任、行政责任、法律责任、绩效责任、道德责任和说明责任六种责任类型，并构成一个相辅相成、辩证统一的完整体系。

T he responsibility system of administrative accountability is w hich responsibility that the ob‐ject of accountability should assume ,which is the basement of accountability .Based on the analysis framework of New Public Management ,New Public Service and Pubic Responsibility and the views of the construction of responsible government and responsibility system of government ,this paper points out the responsibility system of educational administrative accountability should include political ,admin‐istrative ,legal ,performance‐based ,moral and explanatory responsibilities ,and these six responsibili‐ties form a complementary and dialectical unification system .
