推动基层经济社会的发展，必须破解基层经济社会发展人才需求困境，需要党和政府从宏观上对我国基层人才流动问题进行政策调控，引导人才向基层流动。文章以淮北市基层人才发展状况为视角，探索当前基层人才发展存在的问题、面临的机遇，并提出引导人才向基层流动的若干政策建议。

Promoting grassroots' economic and social development, we must crack the predicament of talent needs in the grassroots' economic and social development.
