科技型中小企业的持续涌现作为美国创新体系区别于其他国家的主要特征之一，与政府的政策激励存在着紧密联系，其中，政府采购发挥着重要作用。通过回顾中小企业在美国创新体系中的地位及历史演变，对美国政府采购政策的分析和梳理，将其概括为两大特征———扶持中小企业、以激励创新为导向。进而从“创新生态”、创新的“不确定性”入手，探讨政府采购如何帮助中小企业提升创新绩效。并在总结美国经验和我国实践的基础上，得出一些启示和政策思考。

The continuous emergence of Small and Medium Enterprises ( SMEs) has become one of the typical features of national innovation system ( NIS) , which distinguish USA from other countries, and it is closely related to effective incentive policies from the government, of which, the government procurement plays a pivotal role. This paper reviews the importance of SMEs in the innovation system of USA and its evolution, and through the analysis of its procurement policy, two characteristics of which are summarized———to support SMEs, and to be innovation-oriented. It discusses that how the government procurement can help SMEs to promote innovation performance from the perspective of “innovation ecosystem” and the “uncertainty of innovation”. Finally, based on the experience from the USA and the practice of China, some inspirations and policy implications are claimed.
