盲人是残疾人这个弱势群体中最困难的群体，就业渠道狭窄而且困难。按摩是盲人摆脱困境的最好途径，是盲人创业、就业的重要渠道。但盲人按摩师工作生活压力大，缺乏社会保障，健康状况差，按摩机构经营压力大、效益低。课题组根据调研情况，提出有效提高盲人按摩行业管理水平的措施，并指出政府在盲人按摩行业发展过程中应承担扶持、指导、监督、协调、引导、保护等责任，从而促进盲人按摩行业健康有序发展。

Blind persons as the most difficult group in vulnerable groups with disabilities, whose employment channels are narrow and have difficulties. Massage is the best way for the blind to get rid of their predicament, also is an important channel for their entrepre-neurship and employment. But blind masseurs are in the condition of big working and life pressure, lacking of social security, poor health, as well as big operating pressure and low efficiency of massage agencies. Based on the survey and investigation, this research gives some measures on the effective improvement of the management level of blind massage industry and points out that the government should take responsibilities of support, guidance, supervision, coordination, guidance and protection in the process of blind massage industry development, so as to promote its healthy and ordered development.
