该文针对烟草行业散烟收购工作中存在着分级队员素质参差不齐、相关流程执行不到位、现场管理松散、烟叶质量过程管理不及时和不到位等现象，提出了运用现代物联网和远程高清视频监控技术，建立一个典型的从感知、传输到服务和应用的高清视频监控管理系统，达到提高散叶收购现场管理、实现烟叶收购的精益高效化管理的目的。对高清视频监控在散烟收购中的视频采集技术、组网技术、存储技术、展示中心建设等关键技术实现进行了分析，提出了建设高清视频监控系统的主要目标和设计架构。
