当今我国社会处在结构转型和风险并存的时期，社会治理的重要性正在变得越来越清楚，社会公共安全与公平及全社会成员在公共生活领域中“向心力”凸显出更加重要的位置。社会公共危机中的损失绝不能仅以物质损失衡量其权重，还要重视精神损失与制度损失，要全面完善损失补偿机制，通过实际操作进一步优化现有危机管理机制，提升危机管理补偿意识。试从公共危机的宏观层面入手，审视公共危机补偿过程、现实困境、多元因素的关系及影响，从四个方面对公共危机损失补偿提出有效路径。
