从碳生产和碳消费视角出发，研究了2004～2011年，我国低碳经济发展水平问题。研究后发现，在世界16个CO2主要排放国中，我国碳消费排放一直处于较低水平；在考虑商品净出口因素后，我国每年至少有超过11％的CO2排放产生自净出口商品的生产；最后，通过折算出我国分行业CO2实际排放量，经分析后还发现，碳生产排放而非碳消费排放，才是左右我国低碳经济发展水平问题的关键因素。

On the basis of the carbon production and carbon consumption perspective ,this article studies the problem of China's low carbon economic development level ,from the year 2004 to 2011 .We found that ,in the 16 major emitter‐countries of CO2 in the world ,consumption of carbon emissions in China was at a low level ;considering the factor of commercial net exports ,more than 11% CO2 emissions has produced by the export commodities production every year in China ;finally ,as calculating CO2 actual emissions in our branch industries , we also found that the carbon emissions from production rather nor from carbon consumption ,was the key factor which may decide the level of China's low carbon economic development .
