近年来地质调查预算基础定额调查研究工作取得显著成效，但基础定额采集工作还存在一些问题：(1)定额数据采集缺少组织和制度保障；(2)基层单位定额基础薄弱，填报人员存在理解偏差；(3)当前地质工作组织实施方式对基础定额采集产生了不利影响。新时期加强基础定额采集与核查工作应以基础定额信息采集点建设逐步建实“新三级定额体系”；科学建点，确保定额采集数据的代表性和典型性；加强定额采集制度研究，开展定额采集业务培训；量力而行部署定额采集任务，努力提高数据质量。

This paper points out the problems that we face in the acquisition of basic quota of geological survey. These problems are focused on the following aspects: no proper organizations and institutions to support the quota data acquisition; grassroots units have no strong quota basis, and the reporting personnel has some misconception in this regard; the organization and implementation have a negative impact on basic quota acquisition. In response to this, this paper argues that we must build some sites for collecting basic quota information with a view to gradually making the new three-level quota system perfect, guaranteeing the typicality of quota data collection; enhance efforts to system research and business training. In addition, we must deploy quota acquisition task according to our abilities, work to improve data quality.
