提升乡、村两级基层医疗卫生机构的服务能力是新医改中“强基层”的重要体现。重庆市于2010年12月在全市实施基层医疗卫生机构绩效考核,九龙坡区结合自身“大城市,大农村”的特点,积极探索绩效管理方法,通过试点总结,推行“公益定向、以岗定责、标量比对、量质挂钩、多元激励、持续改进”的方案,量化岗位工作指标,制定绩效考核体系,通过综合考核测定各项工作的分值,并作为绩效工资分配的依据。自九龙坡区实施岗位绩效以来,有效激发了基层医务人员的工作积极性,基本医疗和公共卫生服务的数量、质量及居民满意度均有提升。本文通过对重庆市九龙坡区基层医疗机构岗位绩效管理机制的实践过程进行分析,包括考核的思路、考核的方法和考核结果的运用、考核实施效果及存在问题,侧重分析量化考核,探讨适合基层卫生机构绩效考核实施、易操作且有效的管理方法,为其他地区提供参考借鉴作用。

Promoting the service ability of basic medical institutions is the important embodiment of 〝 strong grassroots〝 in new medical reform. Basic medical institutions of Chongqing implemented citywide performance assessment in December 2010. The institutions in jiulongpo district,taking advantage of its characteristics of 〝 big cities,big rural〝, actively explored performance management method and through pilot summary,carried out 〝 oriented public benefit,duty based on the position,scalar quantity comparison,quantity in combination with quantity,multivariate motivation and continuous improvement〝,quantified the post work indexes,designed the post performance evaluation system,determined the score of each job through comprehensive assessment and used it as distribution basis of performance wages. Since the implementation of the post performance evaluation system,work enthusiasm of staff had been stimulated,and the quantity,quality and residentˊ s satisfaction level of basic medical services and public health services in jiulongpo district increased. The article makes an analysis of the implementation process of post performance evaluation system of jiulongpo district,Chongqing including evaluation ideas, evaluation methods and the use of the assessment results,evaluation effect and existing problems,the quantitative assessment in particular,and tries to explore suitable and effective performance evaluation system for staff in basic medical institutions and provides the reference for other areas.
