新型农村合作医疗在运行过程中，由于监管力量薄弱、监管手段落后、处罚力度较弱，导致基金被侵占、挪用的现象长期存在，从而严重削弱了其使用效益。为此，必须结合农村实际，充分激发基金所涉主体的积极性，构建起完整有效的监管体系，最终达成人人监督、人人共建、人人共享的目的。

Due to weak supervision,supervision means backward,weak penalties,many things happened like stealing and encroachment social fund during operation of the new rural cooperative medical care,and seriously weakened the effectiveness of its use. Therefore,we must combine rural reality,fully stimulate the enthusiasm of the subjects entity,and built up a complete and effective regulatory system. Then finally reach the aim of everyone supervision,everyone build,everyone sharing.
