随着资源与环境压力的加大，如何评估城市可持续发展潜力已成为各国各机构进行城市发展质量控制的重要目标。本方法可与国际标准化组织目前出版的可持续城市相关的标准ISO 37120：2014和ISO/CD 37101联合使用。同时，不同于ISO 37120指标选取时仅对城市横向比较的做法，本方法考虑了城市纵向比较，综合了城市发展阶段、地理位置、传统文化、资源禀赋、技术水平等影响因素，最终确定适合城市自身发展需求的城市可持续发展潜力。

With increased pressure on resources and environment, how to assess the potential for sustainable urban development has become an important target for urban development quality control agencies and countries . This method can be associated with ISO standards related to sustainable city——ISO 37120:2014 and ISO/CD 37101, which have been currently published by the International Organization for Standardization. But unlike ISO 37120 which only selects cities’ indicators by horizontal comparison approach, this method in the paper considers the city longitudinal comparison, urban development stage, geographical factors, traditional culture, natural resources, technology level, and so on. Ultimately the paper can determine the urban sustainable development potential meeting itself development needs.
