近年来我国城市机动车辆数量迅猛增长,伴随而来的环境污染、能源紧张、交通拥堵等负面效应成为城市交通建设的瓶颈。实现城市交通可持续发展,构建低碳交通运输体系,已成为当前我国交通运输行业乃至国家经济发展的战略部署。从城市化、机动化、管理体制三个方面,对城市低碳交通发展矛盾进行了分析,提出了优先发展公共交通的路径选择,并从管理规划、科技创新、环境保护方面,提出了发展我国城市低碳交通的政策建议。

The number of vehicles in Chinese cities has increased rapidly in recent years. Negative effects such as environmental pollution, energy shortage and traffic jam have become a bottleneck of the construction of urban transportation. Realizing sustainable development of urban transportation and constructing low-carbon transportation system have become strategic deployment of current transportation industry of our country and national economic development. We analyze contradictions in the development of urban low-carbon transportation from the following three aspects: urbanization, motorization and management system, propose path selection of priority to the development of public transportation, and put forward policies and suggestions for the development of urban low-carbon transportation of our country from the prospect of management planning, scientific & technical innovation and environmental protection.
