天水始祖文化包括了以伏羲、黄帝为代表的羲黄文化、秦人早期文化、早期道家道教文化，具有起源早、种类多，源流共生、关联性强，文化遗存丰富、学术价值高等特点和价值；传承创新面临着资源管理、保护利用、资金投入、区域合作、产业发展、人才建设等诸多问题。建设以天水为中心的始祖文化传承创新体系，促进陇东南文化历史区建设要着眼大范围规划，需要充分发挥始祖文化资源优势，大区域合作，市场化引导，产业化带动。
천수시조문화포괄료이복희、황제위대표적희황문화、진인조기문화、조기도가도교문화，구유기원조、충류다，원류공생、관련성강，문화유존봉부、학술개치고등특점화개치；전승창신면림착자원관리、보호이용、자금투입、구역합작、산업발전、인재건설등제다문제。건설이천수위중심적시조문화전승창신체계，촉진롱동남문화역사구건설요착안대범위규화，수요충분발휘시조문화자원우세，대구역합작，시장화인도，산업화대동。
Tianshui ancestry culture includes Fuxi-Huangdi culture, early Qin people’s culture, and early Taoism, characterized with relatively early origin, great variety, common sources, close links, rich cultural remains and academic values. The inheritance and innovation is faced with several problems and should consider from a wider perspective and range, giving full play to the cultural advantages, establishing Tianshui-based ancestry culture system, advancing the cultural and historical construction.
