构建耕地生产效率评价指标体系,运用数据包络分析法(DEA),测度2003~2011年黑龙江省耕地生产效率,从纯技术效率和规模效率两个角度剖析耕地生产效率,运用计量经济模型(Tobit)对耕地生产效率变化主要因素进行分析。结果表明,2003~20119年间黑龙江省耕地生产效率平均值为0.884;哈尔滨、绥化等7个地区属于高效率地区,其中哈尔滨和伊春耕地平均生产效率相对DEA完全有效;鹤岗、大庆、牡丹江等3个地区耕地生产效率处于中等水平,为较高效率地区;齐齐哈尔、七台河和黑河等3个地区耕地生产平均效率均在0.8以下,属于低效率地区。单位耕地面积农用机械动力、单位耕地面积化肥施用折纯量和农村劳动力人均播种面积3个变量对黑龙江省耕地技术效率正向影响较为显著。

In this paper, from two aspects of the input and output of cultivated land, build the evaluation index system of cultivated land productivity, using data envelopment analysis (DEA), measure the productive efficiency of cultivated land of Heilongjiang Province in 2003-2011, and from the pure technical efficiency and scale efficiency two angles to analyze the productive efficiency of cultivated land, Finally, econometric Tobit model analyzes the main factors affecting the productivity of arable land changes. The empirical result indicates that the productive efficiency of cultivated land average of Heilongjiang Province was 0.884;seven cities such as Harbin, Suihua belonged to the high efficiency area, and the cultivated land average production efficiency in Harbin and Suihua were relatively efficiency; the cities of Hegang , Daqing and Mudanjiang were in the medium level of the cultivated land production efficiency; the productive efficiency of cultivated land average of other three cities were under 0.8 ,and belonged to the low efficiency area. The positive influence of unit of cultivated land area of agricultural machinery, fertilizer SheChun amount, per capita rural labor planting area for the Technical Efficiency of Cultivated Land of Heilongjiang province is significant.
