The 18th Party Congress raised ecological civilization to the height equal to the politics,economy,culture, and society for the first time,but it is different for its social understanding,and for example some take a part as the whole.Beginning with the ecological system theory and aimed at the environment situation,We comprehensively discuses the connotation of ecological civilization and provides a reference for the decisionGmakers and builders engaged in the conG struction of ecological civilization.
