新建本科院校仍延续精英教育的理念开展学科建设，对学科建设的目的、意义和途径等方面还存在模糊认识。本文在厘清新建本科院校学科建设的动机和目的的基础上，阐述新建本科院校的应用性学科建设前提、基础和任务，并在学科理念、学科体系、学科队伍、学科平台及学术研究等方面提出开展应用性学科建设的对策和措施。

Newly-built universities construct their disciplines still with the elite education idea and have vague understanding on the objective , significance and ways of discipline construction .In this paper , the motiva-tion and purpose of discipline construction of newly -built universities are clarified .Furthermore , the precondition , basis and task of application -oriented discipline construction of newly -built universities are discussed .Finally, some advice and measures on discipline idea , system, team, platform and academic research for newly -built uni-versities to implement discipline construction are proposed .
