The collectively owned forest of Benxi city was regarded as the object.The optimizing selection problem of forest management plan was studied by applying analytic hierarchy process.The result showed that the forest management plan of taking economy and ecology into account whose weight was the maximum 0.394 9 was most suitable management plan to Benxi city.The forest management plan optimizing selection problem can be solved by analytic hierarchy process.
