“九一一事件”后，美国小布什政府以反恐为名，开始使用无人机打击恐怖主义。奥巴马政府上台后，逐步调整了美国的反恐政策，调整内容之一就是逐步增强了无人机袭击恐怖分子的力度，并开始着手制定无人机反恐规则。美国运用无人机这种特殊军事手段反恐，存在侵犯人权、缺乏透明度、缺乏合法性和正当性、伤害无辜民众、侵犯他国主权等一系列问题，也从一个新的角度暴露了美国的霸权主义本质。

After the September 1 1 incident,the U.S.government under the administration of Bush Jr.began to use drone strikes against terrorists in the name of fighting against terrorism.Since the Obama’s administration took of-fice,the U.S.gradually adjusted its counter-terrorism policy,and one of the adjustments was to use those un-manned aircrafts more frequently against terrorists,and set up the rules of attacking terrorists with the drones.How-ever,by using unmanned aircrafts as peculiar military means against terrorism,a series of problems raised on the part of the U.S.,including violation of human rights,lack of transparency and legality and legitimacy,harming in-nocent people,violating other country’s sovereignty,and all of which thoroughly exposed the nature of American hegemonism.
