以四平市为例，对水文水资源环境管理和防洪减灾工作问题进行研究。指出暴雨、洪水、泥石流等灾害不但制约了地区的经济发展，也在一定程度上威胁到了人们的生命财产安全，要想避免灾害，水文工作者就需要加强水文水资源环境管理与防洪减灾工作。
