KSAIBs作为人力资源个体素质指标的集合,包含知识、技能、能力、中介变量和行为5个要素。依据教育增值理论,学生接受中职教育后KSAIBs的增进幅度,可直接反映中职教育质量。遵循中职教育技能型人才培养目标,结合政府、企业及学生对提升中职教育质量的要求,应用Delphi法,将中职学生KSAIBs各要素分解为21项指标,构建中职教育质量评价指标体系;应用AHP法,确定了KSAIBs各要素指标权重,构建中职教育质量评价模型,并提出了具体实施方法。

KSAIBs?is?a?collection?of?individual?human?resources?quality?indicators,?including?knowledges,?skills,abilities,?intervening?variables?and?behaviors.?Based?on?the?theory?of?value-added?education,?students’?KSAIBs?value-added?rate?after?secondary?vocational?education?is?considered?to?directly?reflect?the?education?quality?of?secondary?vocational?school.?According?to?the?goal?of?skillful?personnel?training?of?secondary?vocational?education?and?requirements?for?quality?improvement?of?secondary?vocational?education?from?the?government,?enterprises?and?students,?this?article?decomposed?the?KSAIBs?of?secondary?vocational?school?students?into?21?indicators?and?constructed?the?quality?evaluation?index?system?of?secondary?vocational?education?using?Delphi?method.?Using?AHP?method,?each?index?weight?of?KSAIBs?was?determined,?and?the?quality?evaluation?model?of?secondary?vocational?education?was?established.?Also?the?corresponding?implementation?measures?were?put?forward.
