建设工程质量问题按其属性可分为质量行为问题和工程实体质量问题，按其危害后果严重程度，可分为一般、严重和特别严重三个等级。对于一般质量问题，监督员可只核查质量问题整改合格证明资料即可，而对于严重或特别严重质量问题，监督员应到施工现场核查质量问题是否整改合格。同时，对于特别严重质量问题，还应予以行政处罚。对不同等级的质量问题，采取不同的处置方法，既让监督员抓住重要质量问题，提高工作效率，又能坚守任何质量问题都不放过的职业道德底线。

According to the nature of defects,construction quality defects can be classified into behavioral defects and physical defects in building. Additionally,while the hazard to quality is concerned,defects can be classified into three grades,ordinary,severe and especially severe. For ordinary defects,it is enough for supervisors to check the report and relative evidence which proves the defects vanished. However,for severe or especially severe defects,supervisors should go to construction site to testify whether the defects have been corrected. Furthermore,corporations responsible for especially severe defects should be punished by administrative penalty. By the way of different disposal method to different degree defects,quality supervisors could concentrate on vital quality problems settlement,which can improve working efficiency,and because of no ordinary defect neglected,supervisors could stick to the basic responsibility rule as well.
