在国家实行最严格水资源管理制度“三条红线”控制背景下，利用再生水灌溉是实现城市污水资源化，减少清洁水消耗和污染物入河量的必然选择。针对当前再生水灌溉中存在的问题，提出在灌溉前应采用生态稳定塘或人工湿地等措施进行深度处理；构建区域多水源、多用户、分质供水的水资源配置方案；建立再生水灌溉技术标准体系；开发区域再生水综合优化调度关键技术；形成区域再生水水源系统供需之间的水量－水质协调机制；建立和完善相关的法律法规，为充分发挥区域内再生水潜在的优势提供支撑。

Since the country has implemented the most strict water management system"three Red Lines",the use of reclaimed water irriga-tion is an inevitable choice which helps to have urban wastewater recycled and reduce the clean water consumption and the amount of pollu-tants into the river. Aiming at the existing problems in the current reclaimed water irrigation,it put forward to use the ecosystem-stabilized pond or constructed wetland to deep handling before irrigation;make regional multi-source,multi-user,water supply of distinct qualities and allocation plans;establish standard reclaimed water irrigation system;develop comprehensive and key regional recycled water optimal scheduling technologies;formulate regional renewable water source system of coordination between supply and demand;establish and improve relevant laws and regulations to technically support the advantages of regional recycled water.
