面授教学在开放教育的顶层设计中具有不可替代的重要作用。但目前的开放教育面授教学却陷入到课率越来越低的尴尬境地，改革势在必行。而开放教育面授教学改革的前提是树立以教学质量为中心的教学理念，关键是完善管理制度和建立激励机制，重点是完善面授教学支持服务。

면수교학재개방교육적정층설계중구유불가체대적중요작용。단목전적개방교육면수교학각함입도과솔월래월저적감개경지，개혁세재필행。이개방교육면수교학개혁적전제시수립이교학질량위중심적교학이념，관건시완선관리제도화건립격려궤제，중점시완선면수교학지지복무。
The follow-up tutorial sessions play an irreplaceable important role in the top-level design of open education offered by TV Universities. However,the follow-up tutorial sessions plunged into an embarrassing situation of low attendance rates. As a result,corresponding reform is unavoidable. In this paper,the author contends that the premise for the reform is the establishment of quality-oriented conception,the key lies in the perfection of management system and the establishment of incentive mechanisms and that the reform should focus on improving services and supports for follow-up tutorial sessions.
