面对人与自然关系的失衡，人类必须从理论和实践的双重层面来寻找解决生态问题的良策———生态奖惩机制是人类对自我与自然之间关系的协调，通过一些强制性手段、方法和机制进行奖励和惩罚，来协调人与自然的关系，扭转工业文明发展与自然的背离。通过对发达国家的生态奖惩机制以及国内的实际情况进行研究和归纳，从而借鉴其中的可用之处，制定符合浙中地区发展要求的生态奖惩机制来建设天人和谐的生态浙中。
麵對人與自然關繫的失衡，人類必鬚從理論和實踐的雙重層麵來尋找解決生態問題的良策———生態獎懲機製是人類對自我與自然之間關繫的協調，通過一些彊製性手段、方法和機製進行獎勵和懲罰，來協調人與自然的關繫，扭轉工業文明髮展與自然的揹離。通過對髮達國傢的生態獎懲機製以及國內的實際情況進行研究和歸納，從而藉鑒其中的可用之處，製定符閤浙中地區髮展要求的生態獎懲機製來建設天人和諧的生態浙中。
면대인여자연관계적실형，인류필수종이론화실천적쌍중층면래심조해결생태문제적량책———생태장징궤제시인류대자아여자연지간관계적협조，통과일사강제성수단、방법화궤제진행장려화징벌，래협조인여자연적관계，뉴전공업문명발전여자연적배리。통과대발체국가적생태장징궤제이급국내적실제정황진행연구화귀납，종이차감기중적가용지처，제정부합절중지구발전요구적생태장징궤제래건설천인화해적생태절중。
Facing the imbalance in the relationship between human beings and nature, man should seek for a solution to ecological im-balance problem both in theory and practice. Undoubtedly, ecological incentives and punishment mechanism is the best choice:ecological incentives and punishment mechanism coordinates the relationship between man and nature, and reverse the deviation of industrial civi-lization development and nature by practicing incentives and punishment through forcible measures, methods and mechanism. This paper analyses and summarizes the ecological mechanism in developed countries and the actual situation in our country, aming at using ecologi-cal incentives and punishment mechanism for reference, laying down an ecological mechanism conforming to the development in Central Zhejiang, and finally building a better Central Zhejiang with harmonious ecological relationship between man and nature.
