Mathematical proficiency, as NRC sees it, has five intertwined strands: conceptual understanding, procedural lfuency, strategic competence, adaptive reasoning, productive disposition. These are the marks for anyone to learn mathematics successfully and mathematics learning objectives that all students should achieve. After 2010, NRC mathematical proifciency is conducted one after another by US, Australia and UK, as the theoretical origin and basis of their mathematics curriculum standard. The impact of this will effect the future development of Western mathematics education enormously.
