“Using information technology to improve balanced development of compulsory education” has become an important part of educational policy, which has attracted the attention of many researchers. It has a profound historical background behind the proposition, which has contributed to a number of important works and project implementation that of great importance in practical value. Through the analysis of the projects supporting this proposition, we found that the existing projects have not yet fully understood the content and methods behind this proposition. Morphological analysis based on the form of education supported by information technology, we proposed that “connecting teachers and students through learning space ” “connecting schools through institution space”“connecting services and managements with cyber space”, could provide more effective solution to the balanced development of compulsory education, which will promote the balanced development and quality development of compulsory education.
